PRESS CONFERENCE BY SPECIAL REPRESENTATIVE OF THE ACTING SECRETARY GENERAL, Edmond Mulet, ON THE EVOLUTION OF THE HUMANITARIAN SITUATION IN HAITI
The Acting Special Representative of the Secretary General of the UN in Haiti has created a new point dela humanitarian situation in the country, and called for better coordination of efforts, during a video conference given at the logistics base the UN Mission for Stabilization in Haiti (MINUSTAH).
To illustrate this lack of coordination, exacerbated by the destruction of means of communication, Edmond Mulet, who spoke along with the Dominican Ministry of Foreign Affairs, exclaimed "if the NGO warned us in time, we could better ensure their Security. It is equally important, said the Special Representative, to ensure better coordination with states to better identify the most urgent needs, such as vehicles whose mission is sorely lacking.
For obvious reasons of logistics capabilities, "said Edmond Mulet, the primary responsibility for organizing and securing humanitarian aid was given to U.S. and Canadian troops. He said the mission is preparing the arrival of new Brazilian military battalion provided in additional troops requested by resolution 1908 of the Security Council.
On 19 January, seven days after the earthquake, the Council decided that MINUSTAH and include up to 8 940 and 3 711 military policemen, soldiers cons 7 031 and 2 034 police officers, to November 30, 2009.
The Brazilian battalion should be in Port au Prince in three weeks and a half, said the Special Representative, while French and Chilean police are already there. This morning at the General Assembly, the Permanent Representative of Haiti to the United Nations referred to the figures of 100 000 dead and over 200 000 injured and thousands missing, while the Secretary-General Kofi Annan deplored 70 dead and 146 disappeared among the civilian and military personnel of the UN Mission.
Like many victims are still under the rubble, "it will be impossible to extract all and have an exact figure of total number of dead people," warned the Acting Special Representative.
